A committee formed early in 2022 has reviewed the Bylaws and has put forward a set of proposed changes.  A proposal to amend the Bylaws will be presented to the membership for a vote in the fall of 2022.

The current Bylaws were adopted in 2015.

The Washington legislature overhauled the state's nonprofit corporation statutes, effective January 1, 2022. To comply with the new statutes and to update the Bylaws consistent with current practices, an RCT Board ad hoc committee (Mike Mikuchonis, George Salisbury, Paul Matney, and Doug Schafer) met weekly in January and February to review and recommend revisions to the Bylaws. The full RCT Board then held monthly working sessions from March through June to review the committee's recommendations and to further revise the proposed Bylaws.

On June 15, 2022, the Board approved the proposed revisions to the Bylaws, and directed that they be shared with the membership and voted on next fall concurrent with the annual election of club officers and directors.

Some of the recommended revisions address:

  • Distinguishing membership categories and dues categories.
  • Allowing the Board to arrange for online voting.
  • Clarifying that both the Officers and the Directors are Board members.
  • Clarifying governance of the museum as the distinct W7OS Club.
  • Raising from $2,000 to $5,000 the requirement for a membership vote on an extraordinary expense. (Members, log in to see FAQ, below.)
  • Allowing the President with Board approval to make emergency expenditures.
  • Clarifying the Treasurer and Assistant Treasurer responsibilities.
  • Updating provisions regarding Board and membership meetings consistent with the new statutes.
  • Updating provisions regarding standing committees.
  • Clarifying the process of amending the Bylaws.
